Prior to his election to Congress, Dr. Roscoe G. Bartlett, pursued successful careers as a professor, research scientist and inventor, small business owner and farmer. Dr. Bartlett worked for more than twenty years as a scientist and engineer on research and development programs for the military and NASA. He was awarded 19 military patents for his inventions of life support equipment used by military pilots, astronauts, search and rescue personnel and firefighters.
Congressman Bartlett served ten terms in the United States House of Representatives, for the state of Maryland. Bartlett was first elected in 1992 to represent Maryland’s Sixth District, and while in office, he served as Ranking Member of the Air and Land Forces Subcommittee of the House Armed Services Committee, the Small Business Committee, the Science and Technology Committee, as well as several Subcommittee Assignments on the Armed Services Committee, the Air and Land Forces Subcommittee on Sea power and Expeditionary Forces, the Science and Technology Committee Subcommittee on Energy and the Environment, and the Small Business Committee Subcommittee on Contracting and Technology.
Between 1995 and 1999, Congressman Bartlett held a series of congressional hearings on the EMP threat. Dr. Bartlett then amended the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001 to ensure the EMP Commission could study the threat. This action led to the Commission’s reports in 2004 and 2008. In his last term in Congress, Congressman Bartlett gave a final push to address EMP, which came in the form of a new piece of legislation. Dr. Bartlett introduced H. Res. 762, a bill to promote community-based civil defense. The bill would also encourage the distributed generation of 20 percent of electricity needs by individuals, organizations, and local communities.

Dr. Forstchen is the author of One Second After, a fiction novel that examines what might happen to the social order in a “typical” American town in the wake of an EMP attack on the United States. The book was cited by Congressman Roscoe Bartlett (R-MD) on the floor of Congress before the house Armed Services Committee as a realistic portrayal of the damage an EMP attack could inflict on the continental United States. Additionally, Dr. Forstchen has been called upon for presentations regarding the threat of EMP before members of Congress, STRATCOM, Sandis Labs, and NASA.
He is the author of more than forty books, including the New York Times bestselling trilogies “Gettysburg”and “Pearl Harbor,” which he coauthored with Newt Gingrich, along with the award-winning young adult novel We Look Like Men of War. He has also authored numerous short stories and articles about military history and military technology. Dr. William R. Forstchen has a Ph.D. from Purdue University with specializations in Military History and the History of Technology. He is a Faculty Fellow and Professor of History at Montreat College.
Dr. Peter Vincent Pry is Executive Director of the Task Force on National and Homeland Security, a Congressional Advisory Board dedicated to achieving protection of the United States from electromagnetic pulse (EMP), cyber attack, mass destruction terrorism and other threats to civilian critical infrastructures on an accelerated basis. Dr. Pry also is Director of the United States Nuclear Strategy Forum, an advisory board to Congress on policies to counter Weapons of Mass Destruction.
Dr. Pry served on the staffs of the Congressional Commission on the Strategic Posture of the United States (2008-2009); the Commission on the New Strategic Posture of the United States (2006-2008); and the Commission to Assess the Threat to the United States from Electromagnetic Pulse (EMP) Attack (2001-2008). Dr. Pry served as Professional Staff on the House Armed Services Committee (HASC) of the U.S. Congress, with portfolios in nuclear strategy, WMD, Russia, China, NATO, the Middle East, Intelligence, and Terrorism (1995-2001).
While serving on the HASC, Dr. Pry was chief advisor to the Vice Chairman of the House Armed Services Committee and the Vice Chairman of the House Homeland Security Committee, and to the Chairman of the Terrorism Panel. Dr. Pry played a key role: running hearings in Congress that warned terrorists and rogue states could pose an EMP threat, establishing the Congressional EMP Commission, helping the Commission develop plans to protect the United States from EMP, and working closely with senior scientists who first discovered the nuclear EMP phenomenon.
Dr. Pry was an Intelligence Officer with the Central Intelligence Agency responsible for analyzing Soviet and Russian nuclear strategy, operational plans, military doctrine, threat perceptions, and developing U.S. paradigms for strategic warning (1985-1995). He also served as a Verification Analyst at the U.S. Arms Control and Disarmament Agency responsible for assessing Soviet compliance with strategic and military arms control treaties (1984-1985).
Dr. Pry has written numerous books on national security issues, including Apocalypse Unknown: The Struggle To Protect America From An Electromagnetic Pulse Catastrophe; Electric Armageddon: Civil-Military Preparedness For An Electromagnetic Pulse Catastrophe; War Scare: Russia and America on the Nuclear Brink; Nuclear Wars: Exchanges and Outcomes; The Strategic Nuclear Balance: And Why It Matters; and Israel’s Nuclear Arsenal. Dr. Pry often appears on TV and radio as an expert on national security issues. The BBC made his book War Scare into a two-hour TV documentary Soviet War Scare 1983 and his book Electric Armageddon was the basis for another TV documentary Electronic Armageddon made by the National Geographic.
